I thought it said that you would be given the feather once you spectre after the event ends. No time piece would be needed

There is a quest to turn it into a feather.

The timepiece will disappear, but this is something for those that are already spectre. If you go spectre after the event, when the timepiece is gone. You will automatically gain a spectre monarch feather when you go spectre.
